Apart from B.’s and Maulnier’s letters to Americans, there was other evidence to suggest that French industrialists, who represented the chief points of contact with Americans in the receiver-pupil role, were searching for recognition, by Americans, of past and potential French contributions to the welfare of Atlantic and other nations. The Comité France Actuelle, supported financially by French businessmen and industrialists, maintained an office in Washington, D.C., to inform Americans on French progress. One of its publications, a 1956 pamphlet, France Means Business, presented the image of France as a donor as well as a receiver of technical aid:

French engineers are building or advising on hundreds of projects in some 73 countries... Highly industrialized countries like the United States, Canada, Great Britain, Germany, Sweden and Switzerland are buying the right to French products and production techniques.

The yearning for friendship on an equal partner basis was further suggested when the French businessmen spoke through France Actuelle:

... The world’s business is a two-way street, and France, in addition to what she creates, adapts to French requirements the industrial output and know-how of the world. Thus, in France today one finds the best of American products made in French factories according to American ways. So in America one now finds American companies building factories to make French products according to French ways.

Such statements showed that the French, lacking American attention to their desire to be recognized for gifts they could offer, invented their own devices to make exchanges: demanding the chance to give as well as to receive.
